Why do I get Currents / Shock for a fraction of second after working on a Laptop or Closing the Car Door ?
You are correct that it is static electricity. You are also correct that at this time of the year it does seem worse--this is due to the drier air in the wintertime. Try wearing shoes with a different type of sole (e.g., leather soled shoes are the worst for building up a static charge).
NEVER touch anything inside your computer until you are grounded (say, with a grounding wrist strap)--static charge will 'kill' the chips, etc. in a computer.
